"No Vet Left Behind": New Collaborative Program Aims to Transform Veteran Rehabilitation in Texas
KENEDY, TX — A transformative effort to support those who have served the country is underway. Brave Resources 4 Life, in partnership with the Texas Department of Criminal Justice (TDCJ) Rehabilitation and Reentry Division, has officially launched a comprehensive pilot program tailored specifically for incarcerated veterans.
Titled "No Vet Left Behind," the initiative seeks to bridge the critical gap between incarceration and successful reintegration into society. Central to the program’s success is a unique communal approach: participants live together in dedicated veteran wings or dorms. By sharing living quarters, these veterans foster camaraderie and accountability 24/7, participating in all classes and rehabilitative exercises as a cohesive unit.
This immersive environment is a hallmark of the broader TDCJ and Windham School District effort to support veterans. Currently, there are 30 specialized veteran housing units statewide, each designed as a peer-support environment that fosters reintegration skills, financial literacy, and overall wellness. These initiatives include programs tailored for both genders:

S.T.R.I.P.E.S. (Success Through Restoration, Independence, Perseverance, Excellence and Service): Focused on male veterans.

S.T.A.R.S. (Service Through Action Reveals Strength): Dedicated to female veterans.

Travis State Jail Veteran Dorm: A facility established via legislative support.
The "No Vet Left Behind" initiative leverages these structures to coordinate resources across multiple state and federal entities, including the Texas Veterans Commission (TVC), the Military Veteran Peer Network (MVPN), and the Veterans Administration (VA).
"Our goal is to instill a lifestyle seeking the betterment of oneself and the community," explained Frank Cassidy, President of the Board of Directors for Brave Resources 4 Life.
The curriculum, which Cassidy and his team have honed through years of work within the TDCJ system, emphasizes cognitive and affective learning, focusing heavily on self-assessment, critical thinking, and moral development. Unlike conventional programs, "No Vet Left Behind" distinguishes itself by integrating a suite of high-tier, evidence-based training frameworks. Veterans participating in the program will be guided through modules that include the Neurogenesis for Veterans (NGVIF) initiative, Compassionate Integrity Training (CIT), Moral Reconation Therapy (MRT), and the "Veteran X" program.
The methodology moves beyond standard lecture-based instruction. It utilizes large and small group discussions, hands-on practical exercises, and peer assessments to ensure participants not only learn the material but actively apply it to their lives within the shared dormitory setting.
For the TDCJ, the program represents a strategic investment in rehabilitation. By addressing recidivism before it happens, the program aims to provide veterans with a concrete path to resume VA benefits, secure housing, and access healthcare and employment assistance upon their release.
Evidence from previous iterations of Cassidy’s work—which includes the "Journeyman" Catholic Life Skills program—suggests that this intensive focus on accountability can yield significant results. Organizational records indicate that participants who successfully completed similar evidence-based training have reentered society with no reported recidivism to date.
As the pilot program gains momentum, organizers are looking toward the future. The project aims to serve as a scalable model for other correctional facilities, helping veterans regain their footing and return to their communities as productive, positive influences.
